On 20 June 2022, the Council adopted conclusions
on Europe's response to global food insecurity. The
Ministers stressed the following:
- Russia's unprovoked and unjustified war of
aggression against Ukraine is having disastrous
consequences for the Ukrainian people, but also for
many people around the world
- Russia's war of aggression has greatly aggravated
the food security crisis
- EU sanctions against Russia are specifically
designed not to target food and agricultural products
The Council called on Member States to join efforts
to combat global food insecurity through a series of
action:
solidarity through emergency aid and support to
ensure food affordability
stimulating sustainable production, resilience
and transformation of food systems
facilitating trade by helping Ukraine export
agricultural products through different channels
and supporting global trade
effective multilateralism and strong support for
the central role of the UN Global Crisis Response
Group in coordinating global efforts

EU leaders also discussed food security and
affordability at the extraordinary meeting of the
European Council on May 30-31, 2022. They strongly
condemned Russia's destruction and illegal
appropriation of agricultural production in Ukraine,
and called on Russia:
· to stop its attacks on the transport infrastructure
in Ukraine
· to lift the blockade of Ukrainian ports on the
Black Sea
· to allow food exports, from Odessa
The European Council called on Member States to
accelerate work on the "solidarity corridors"
proposed by the European Commission to facilitate
food exports from Ukraine and called for a
comprehensive global response to food security
challenges.
